Our verdict
Most casino sites Pinoys play on are licensed somewhere else: Anjouan, Curaçao, wherever. OKBet is different. It’s owned by Gavin Ventures, Inc., a Philippine company, and the About page and Terms of Use both say it’s regulated and licensed by PAGCOR, with osea.pagcor.ph as the certification authority. We went through the whole public site from a PH connection: the lobby, all 18 live promos, the Tourney leaderboards, the live casino, the sportsbook, the Help Center, the 65 KB Terms of Use and the Responsible Gaming page, on desktop and on a phone.
What you get is a site that feels local from the first tap. You register with your phone, GCash or Maya number, the lobby tabs read Slot, Perya, Casino, Sport, Arcade, E-Bingo, Poker, Numeric, and the games are the ones Pinoys actually play: JILI Super Ace and Money Coming, Perya Color Game, Tongits Go, and wall-to-wall baccarat from Evolution, Sexy Casino and SA Gaming. The money side is clear in the T&Cs: ₱500 first deposit, ₱100 minimum withdrawal, ₱1,250,000 daily limit, and withdrawal requests credited in real time.
The trade-off: there’s no big public welcome match. The Welcome Bundle, the Top-Up 60% Rebate button and the Daily Bonus up to 5% banner all open a login box, so the terms show only after you sign up. KYC is also stricter than offshore sites, with a video call and a 120-hour deadline. Licensed by PAGCOR: what it means for you
Three practical things, no essay:
- Your money sits in a segregated client account at a financial institution approved by the regulator, separate from company funds (Terms of Use, Financial Security).
- The rules are Philippine rules. You must be 21+ and living in the Philippines. Students, government officials and their immediate relatives, AFP and PNP members, PAGCOR GEL holders and anyone on the National Database of Restricted Persons can’t register, and playing in open or public places is prohibited. The eligibility notice pops up before you even see the lobby.

casino.guru rates OKBet a Very high 9.6 Safety Index with no relevant complaints, and sizes it as a very large operator. Its one caveat is the T&Cs: a short KYC window and a clause on low-risk play. Two rules from the Terms of Use apply to all of them: winnings from a free bet or no-deposit bonus are capped at ₱5,000, and your withdrawal currency must match your deposit currency (pesos in, pesos out). The Task Center turns play into points you spend in the Points Mall. Markets include 1X2, handicap, over/under, moneyline, parlay and outrights, with in-play and cash out (the FAQ has a full Cash Out rules section), and Euro, Hong Kong, Indo and Malay odds formats. Min and max stakes show in the bet slip once you’re logged in. Sports bets also count double toward your VIP growth value.
Mobile and app
The mobile site is the main event. A sticky Register / Login button sits up top, the game tabs (Popular, OKWin, Slot, Perya, Casino, Sport, Arcade, E-Bingo, Poker, Numeric) swipe sideways, and a bottom bar jumps to Rewards, Points Mall, Tourney and your account. The ₱1,500 app banner is pinned above it. The app exists for Android and iOS, but the FAQ is upfront that it isn’t in Google Play or the App Store: you download it from the site, and it handles deposits and withdrawals. About GCash and Maya: OKBet uses your GCash or Maya number as your login, and casino.guru lists both as payment methods, but the FAQ says the methods you see “will be based on your registered account settings”, so the live cashier only shows after login. Since the BSP’s 2025 e-wallet delinking, licensees generally take wallet money through QR Ph, InstaPay or bank transfer, so expect that flow rather than a one-tap GCash link. - The T&Cs’ general processing note says third-party transactions from ₱1 to ₱50,000 “usually take up to 3 business days” if a provider is delayed; in normal conditions withdrawals are real time.
- Your bank or wallet name must match your registered name, and withdrawals go in the same currency you deposited. No third-party accounts.
- Accounts dormant for 6 months can be charged a monthly admin fee until the balance hits zero, so withdraw before you take a long break.
